Ethereum researcher Julian Ma wrote on X that the proposed Fast Confirmation Rule (FCR) would "reduce deposit times from Ethereum L1 to L2 or exchanges to approximately 13 seconds, cutting deposit times by 80–98% for most L2s and exchanges."

Developers stated that the rule can be adopted without a hard fork, though integration work for clients and APIs is still underway. The client team has begun implementation, and once deployed, nodes can adopt the rule without requiring network-wide coordination.
