Following previous discussions on restricting overseas access to frontier models, the Ministry of Commerce has sought feedback from companies including Alibaba, ByteDance, and Zhipu AI on issues related to the transfer of critical training data abroad and the downloading of model weights overseas. Overseas users may still access Chinese models online, but may not be able to download weights for local deployment or modification. This approach is more specific than broad restrictions on model access and could directly hinder the global dissemination of China’s open-weight models. Chinese regulators are also studying restrictions on Chinese companies outsourcing advanced chip designs to overseas manufacturers or jointly developing chips with foreign firms. Discussions involve chip designs from Huawei, Alibaba, and ByteDance, as well as overseas partners such as TSMC. These measures may be incorporated into the next version of China’s Catalog of Technologies Prohibited or Restricted for Export.
