According to Beating Monitoring, ByteDance has entered into a procurement and manufacturing agreement with semiconductor giant Qualcomm for millions of custom-designed artificial intelligence application-specific integrated circuits (ASICs). This partnership will enable ByteDance to transform its in-house chip designs into mass-producible semiconductors, primarily for deployment in its AI agent software, “Doubao.” Amid strict geopolitical scrutiny, the procurement employs a pixel-perfect compliance strategy to circumvent restrictions. Qualcomm will produce the custom chips through wafer fabrication partners such as TSMC. As long as the chips’ computational performance metrics remain strictly within legally permitted compliance thresholds, Qualcomm and its partners can safely bypass U.S. government export controls and avoid triggering bans on high-end AI chips. As large model development and the AI agent ecosystem expand rapidly, ByteDance is significantly increasing its data center capital expenditures. Public industry data shows that ByteDance has raised its AI infrastructure budget by 25%, reaching RMB 200 billion (approximately USD 29.4 billion). The procurement of millions of Qualcomm chips will help ByteDance directly alleviate its reliance on NVIDIA’s high-end GPUs. For Qualcomm, this massive order marks its successful entry into the AI infrastructure market, moving beyond its traditional smartphone processor business. ByteDance has thereby become Qualcomm’s first major customer for custom ASIC chips, driving Qualcomm’s stock up 8.3% during trading hours to a record high.
