The only way to verify whether others are secretly training would be to implement intrusive surveillance over all GPUs, power grids, and data centers worldwide. Such comprehensive monitoring is not only politically unworkable but also technologically tantamount to advocating for computational authoritarianism. In the absence of feasible technical verification, the proposal for a coordinated pause functions more like a "safety liability shield." Just before releasing the report, Anthropic completed a $65 billion funding round at nearly a trillion-dollar valuation and filed for an IPO.
