Dutch is describing university administrators as well. Scientists want to do science. Administrators want money and power. The nonprofit academic medical centers that house medical schools exhibit this dynamic at its worst because that is where the most money and power lies. Scientists spend their careers studying nature. Administrators spend their careers scheming about budgets, regulations, committees, public relations, and institutional politics. It is no surprise which group ends up in charge.
