The U.S. government is beginning a $16.6 billion customs duty refund program starting April 20. The refund system goes into effect on April 20. Over 330,000 importers across 53 million shipments are eligible. As of April 9, $12.7 billion in refunds have already been processed. Trump implemented these customs duties under the 1977 National Emergencies Act. The Supreme Court ruled that he exceeded his authority.
