New York’s DFS has proposed a GENIUS Act-aligned stablecoin rule. The regulator pitched adding reserve concentration caps, mandatory CEO/CFO monthly certifications, and a two-business-day redemption window for licensed issuers. The rule, 23 NYCRR Part 202, retains NY’s core 2022 requirements while matching the federal framework needed for state regulators to keep oversight of smaller issuers. A one-year transition window for existing licensees was included as well.

The regulatory landscape for crypto is being rewritten in real time. The GENIUS Act sets the first US federal framework for stablecoins with rules due by July. The CLARITY Act passed the House 294-134 and is advancing through the Senate, finally drawing clear lines between SEC and CFTC jurisdiction. In March, the SEC and CFTC jointly confirmed that staking is not a securities transaction. Meanwhile, the EU hits full MiCA enforcement on July 1, Japan opens its market to foreign stablecoins on June 1, and Dubai and Abu Dhabi continue to attract institutional capital with clear licensing frameworks. 2026 is the year crypto regulation goes from ambiguous to architected.

Paradigm is calling out the FDIC for overreach. The $GENIUS Act bans stablecoin issuers from paying yield, not third parties from distributing rewards. FDIC's proposed framework would restrict that anyway. Paradigm says the agency is reading things into the law that Congress never wrote. 🔍 $USDC $USDT #Stablecoins

#kriptovaluta #cryptofalka #EU #OroszSzankciok #KriptoPlatformok #KajaKallas
