香港金融管理局(金管局)、證券及期貨事務監察委員會(證監會)、保險業監管局(保監局)及強制性公積金計劃管理局(積金局)聯同香港數碼港管理有限公司(數碼港)於 8月27日公布第一期生成式人工智能(GenA.I.)沙盒++參與者名單。

本次共收到近 100 份建議方案,其中 36 個用例獲選進入第一期 GenA.I. 沙盒++,來自 30 家金融機構和 27 家技術合作夥伴。所有建議方案均根據創新性、技術複雜程度、對金融業界的潛在價值,以及由學術界專家組成的評選委員會所提供的建議進行排序。

第一期 GenA.I. 沙盒++ 將重點探討代理式人工智慧(Agentic A.I.)應用。入選的用例除了內容生成,更會進一步探索如何負責任地提升 A.I. 的自主性。測試將涵蓋客戶開戶、支付、保險理賠及客戶互動等領域的完整流程。此外,建基於此前 GenA.I. 沙盒「以 A.I. 對抗 A.I.」的主題,最新的試點項目將進一步檢視如何運用 A.I. 動態監測其他 A.I. 應用的自主操作。
The Monetary Authority's Chief Executive, Eddie Yue, said: "We are delighted to foster more innovative partnerships between banks, various financial institutions, and technology companies. These collaborations will unlock the potential of agent-based A.I. and create new opportunities. Through the GenA.I. Sandbox++, the Monetary Authority will continue to promote cross-sector and ecosystem collaboration. Together, we will shape the future of financial services and consolidate Hong Kong's position as an international financial center and innovation hub."
SFC Chief Executive Ms. Liang Fengyi said: "The financial industry's exploration of agency AI marks an important step for Hong Kong in building a market for the future, and more autonomous systems must be grounded in robust governance and clear accountability. The GenA.I. Sandbox++ provides participating institutions with an opportunity to test their use cases in a controlled risk environment and engage directly with regulators from the early stages. We look forward to leveraging the deep insights gained from these tests to drive broader market transformation."
The Director of Insurance Authority, Mr. Cheung Wan-ching, said: "I am impressed by the high quality and diverse ideas presented by the insurance industry, which fully reflect the sector's commitment to enhancing policyholders' well-being through advanced technology. The GenA.I. Sandbox++ has inspired innovative ideas, delivered practical insights, and strengthened cross-sector collaboration. The Insurance Authority will strive to consolidate Hong Kong's position as an international center for innovation and technology under the country's '15th Five-Year Plan' by gradually expanding the 'AI Promotion Initiative'."
The SFC's Chief Executive, Cheng Ngan-sze, said: "We are pleased that the GenA.I. Sandbox++ promotes cross-sector collaboration, bringing together participants from the financial and technology sectors to jointly explore practical applications of GenA.I. We are delighted to see MPF trustees and intermediaries participating in this project to test the use of GenA.I. to enhance operational efficiency and strengthen communication with plan members, while promoting responsible application of GenA.I. to safeguard the interests of MPF plan members."
Selected participants will be granted access to a dedicated platform at the Cyberport AI Supercomputing Center and will begin technical testing later this year.
