The Western Army was divided into “the serious Western Army” and “the passive Western Army”; only a limited number of forces, such as those led by Ishida Mitsunari and Otani Yoshitsugu, actively fought to remove Tokugawa Ieyasu. Most daimyo belonged to the latter group, unwilling to clearly align with either side. While Mitsunari was the producer who spearheaded the uprising against Ieyasu, the overall commander of the Western Army was Mori Terumoto.
