The SEC's new FAQ provides clarification that benefits not only DeFi but also Ethereum L1 significantly. Currently, most Ethereum L2s, such as Arbitrum and Base, are still relatively centralized protocols. To meet SEC requirements (e.g., no arbitrary transaction rollbacks, centralized sequencers, multi-sig controlled upgrades), L2s may shift toward basing sequencing on L1, such as through Based Sequencing or Based Rollups. If implemented, this would enable Ethereum L1 to integrate L2s, resolve the fragmentation between L1 and L2, and lay the foundation for addressing Ethereum's value capture challenge.
