Cardano proposes a 2027 budget mechanism allowing fund management entities to submit their own funding requests. Cardano is considering a new budget allocation mechanism for 2027, under which the three organizations responsible for managing spending areas within the ecosystem will also be permitted to directly propose funding requests from the budgets they oversee. According to the Cardano Ecosystem Budget Process (CEBP) proposal released by Intersect on October 28, the three organizations—Intersect, PRAGMA, and the Cardano Foundation—will manage six budget areas. Specifically, Intersect will oversee core development and maintenance, application research, and governance coordination. PRAGMA will be responsible for developer support, while the Cardano Foundation will manage marketing, analytics, events, adoption expansion, and ecosystem development. Notably, budget management entities will not only develop strategies, propose spending limits, and evaluate funding applications, but may also submit their own funding requests or assist other organizations in submitting proposals for on-chain voting. However, delegated representatives (DReps) retain final authority over budget approval, fund allocation, and all treasury withdrawals. Budget management entities must also disclose any relevant conflicts of interest when applying for funding. The proposal also introduces an Open Contributions mechanism, allowing any individual or organization to submit funding requests directly to DReps without going through budget management entities. However, the percentage of the budget allocated to this mechanism has not yet been determined. Key unresolved issues include the independent evaluation process, mechanisms for recusal during voting in cases of conflict of interest, and procedures for appealing funding applications submitted by the budget management entities themselves. Intersect plans to present the conceptual proposal to DReps on November 10, 2026. If approved, the mechanism will be piloted in 2027.
