The DRep Council is currently working on a template for Treasury withdrawals. It consists of a set of questions that every proposal should address. The current version of the template is based on a thorough analysis of all past Treasury withdrawals and their accompanying rationales. We examined what DReps expect from proposals and the factors that influenced their decisions. Thanks to all the DReps who provided rationales. Without them, this analysis would not have been possible. We expect proposal submitters to use this template, which should help standardize proposals and improve their overall quality. However, DReps have no way to enforce its use. Along with the template, we will provide an LLM-based tool that checks whether the questions in a proposal have been answered. All DReps can view the results, which may streamline the proposal evaluation process. Additionally, we will apply a version of the "Triangle Forces" framework that was adapted specifically for Cardano. This framework uses a few targeted questions to assess proposal quality from a different perspective. The author of the framework is a DRep and our member @triangleforces. Furthermore, the tool will evaluate alignment with the the Cardano Vision 2030 document. The tool is currently in an experimental phase, and the template will undergo further refinements before its official release. We welcome community feedback and will continue to fine-tune the questions and prompts. Submitters can use the tool before submitting their proposals on-chain. Please note that a high score does not necessarily guarantee a good proposal. The LLM merely assesses whether the questions have been answered. The quality of those answers and the verification of facts remain the responsibility of the DReps. A low score may indicate that the proposal fails to address key questions. Feel free to provide feedback on both the template and the tool. Score for active Treasury withdrawals: https://t.co/HKls3AJ3m0 The proposal score tool: https://t.co/UnffJ1pukG
