In the @quipnetwork post they wrote that 4,000 sponsored reveals refill on November 1 and that the Quip account creation fee is waived again through November 8 (you need an account to reveal). You create the account on Ethereum by just paying gas, then reveal the Echo on echoes quip network. Quantum Echoes was a free collection minted with quantum randomness from QVRF; anyone can check the transcript. This round looks like it continues the same mechanism.
