The untoppable has finally fallen! How did the fire that started with Huang Qifan’s “Yufu Iron Triangle” eventually burn all the way to him? On the evening of October 13, the Central Commission for Discipline Inspection suddenly announced: Huang Qifan, former mayor of Chongqing, has been investigated. This man—who once served alongside Bo Xilai and Sun Zhengcai, yet never got dragged down, and who, nearly a decade after retirement, continued giving speeches and became a celebrity economist—has finally fallen. Just a month ago, he was still speaking publicly in Xiamen; the forum scheduled in Hangzhou was abruptly canceled. Reports suggest he and his son, Huang Ranfei, were taken away around October 10. How did the fire reach him? In short, investigators first targeted the local financial empire he built in Chongqing, systematically dismantling its periphery before turning directly to him. It began in April this year. First, Ruan Lu, known as the “godfather of microloans” at Chongqing’s Financial Office, was taken away. Then, Standing Committee member Luo Lin was ousted. Within days, lawyer Peng Jing also went missing. All three had been promoted by Huang Qifan into key government roles—one overseeing financial approvals, another legitimizing various operations, and the third specializing in legal packaging. This cleared the way to trace the “white gloves” and financial records. The climax came in September. On September 12, Xie Wenhui of Yufu Holdings was investigated—he had long served as president of Chongqing Rural Commercial Bank and was only transferred to Yufu last year. On September 30, Wu Jian of Southwest Securities was also taken away; he had previously been vice president at Yufu and was central to the restructuring of Southwest Securities. In between, Liao Qingxuan (former director of SASAC and chairman of Southwest Securities) disappeared around September 20; his body was later found in the Yangtze River. Within just over two weeks, the three core figures who held overlapping control over Yufu, Southwest Securities, and Chongqing Rural Commercial Bank—all fell. This was no coincidence. The investigation targeted precisely the closed-loop system Huang Qifan built: Chongqing Rural Commercial Bank issued massive loans secured by land collateral; when bad debts emerged, Yufu bought them up at rock-bottom prices; then Southwest Securities packaged them as securities or merged them into listed entities through mixed-ownership reforms, ultimately selling them to select buyers. During years of rising land values, this model worked brilliantly—boosting GDP and financing metrics. But when the cycle turned, the low-price asset transfers and preferential mixed-ownership deals became black holes for state asset loss and illicit benefit transfers. Investigators followed the trail upward—from bribe-givers and white gloves to old subordinates—accumulating peripheral evidence before directly confronting Huang Qifan. The October 13 announcement marked the final act of this “trimming the hem” operation. The CCDI later emphasized explicitly: retirement offers no safe landing for anyone involved in corruption. In essence, Huang Qifan was not suddenly investigated—he was brought down as the financial-state-asset machine he built in Chongqing was slowly dismantled from the outside in, until the flames reached him. He had expected a peaceful retirement. Instead, this is how it ended…
