The FSA published the minutes of the first "On-Chain Finance Forum for the AI Era" meeting, held Sept 30, on Oct 19. It was chaired by Financial Services Minister Satsuki Katayama and included the Digital Agency, the Ministry of Finance, the Bank of Japan and the Japanese Bankers Association.
🏛️ Tokenized Government Bonds: moving from talk to a working group
The Ministry of Finance held the first meeting of its on-chain government bond study group on Oct 8 and put three models on the table. They include transferring MMF beneficiary rights, adapting the Bank of Japan's transfer account book, and issuing new forms of bonds outside the current system.
💳 Programmable Stablecoins: money with rules attached
Japan is considering stablecoins and tokenized deposits for subsidies with restricted uses, such as childcare and groceries. The Digital Agency is studying this from a technical angle.
🏦 Bank of Japan: central bank money goes on-chain
The BOJ is set to organize the issues around handling its current account deposits on-chain by the end of 2026.

The FSA plans an interim summary in early 2027 and a public-private cooperation roadmap.
