GENIUS Act gave the U.S. its first federal stablecoin framework. Now Senate Republicans are moving the next piece: tax rules that treat digital assets like the financial instruments they actually are. Daines’ draft would exempt small stablecoin payments and sub-$10 network fees from taxable events, clarify staking/lending, and apply wash-sale rules instead of leaving everyone in IRS gray area. House already advanced companion language. Clarity isn’t a headline — it’s the on-ramp for real usage. Something big is coming because the plumbing is being built.
