After Chen Yixin took charge of the Ministry of State Security, a clear change emerged: from the past mindset of “the more secretive, the better,” to “既要干隐蔽工作，也要经营公众认知” (conducting covert operations while actively shaping public perception). Proactive communication, public education, and branding on new media have become the most distinctive features of Minister Chen’s administration. This article defines AI as a comprehensive national security variable spanning ideology, intelligence, cyber defense and offense, technological containment, social governance, and military competition. It seems that henceforth, the Ministry of State Security will need to be invited to meetings of the Central Intelligence Office under the National Development and Reform Commission.
