A scheduled vote on new rules for crypto startups pulled at short notice, attributed to scheduling. The substance being delayed is capital formation. Exemptions determine whether an early stage token project can raise money domestically without a full registration, and the absence of that path is a large part of why so much of this development moved offshore in the first place. A cancelled vote is not a rejection, and it is not nothing either. Rulemaking runs on a calendar and each slip pushes the comment period, the finalisation and the compliance date further out, which for a startup deciding where to incorporate this quarter is a real answer even if it is not the intended one. Worth watching whether it returns to the agenda quickly or quietly drops off. The first means a scheduling problem. The second means disagreement.
