📌 September 15, 2:15 p.m.: There is now an exact date set for the real test of the CLARITY Act
After months of "maybe before the recess," the Senate has finally set an exact date and time on the calendar. This is no longer speculation—it is a concrete test.
What happened?
Senate leaders scheduled the cloture vote on the CLARITY Act (H.R. 3633) for September 15 at 2:15 p.m. ET, right after the August recess. Note: This is not the final vote on the bill—it is the procedural vote that determines whether formal debate will be opened. But it requires 60 votes, forcing Republicans to secure Democratic or independent support to avoid getting stuck there.
The path to this point:
🔹 The House of Representatives already passed its version in 2025, by 294 to 134
🔹 The Senate Banking Committee advanced it 15 to 9, in a bipartisan manner
🔹 Now, the September cloture vote is the next major real hurdle
What remains in dispute:
🔹 How to treat "rewards" from stablecoins versus traditional bank deposits
🔹 Rules for non-custodial developers (wallets, DeFi protocols)
🔹 Ethical provisions that would limit crypto interests of public officials
Why does this date matter more than previous ones?
Because this is no longer a generic legislative deadline—it is a specific number of votes, a specific day, a specific hour. If the cloture fails, the bill is effectively frozen, and the industry remains regulated by case-by-case enforcement from the SEC and CFTC. If it passes, the real debate begins: amendments, final vote, and reconciliation with the House version.
My reading: The market has treated every "possible date" for the CLARITY Act over the past year as if it were decisive. This one—with an exact time—is finally it—at least to determine whether the bill stays alive or is postponed until 2027, during an election year.
Do you think the Senate will get the 60 votes on September 15? 👇
