For the record, there is no data that supports the claim that community banks "have the most at risk if the Clarity Act is adopted." as @BankersPrez claims here. Just think of the profile of the typical community bank depositor: older, local business owner, farmer wanting a mortgage, etc. Now think of what it mechanically takes to hold stablecoins that pay rewards in any manner that Genius allows. These are not substitutes. A resident of a small town who has been keeping her money at the local bank down on Main street for decades is not going to swap to a digital currency at a Fintech just to earn slightly more. Meanwhile, all the largest banks have publicly stated intentions to grow their domestic deposit market share. Many are aggressively opening branches in markets where community and regional banks have historically dominated. So question for you @BankersPrez. Seeing how sub $10b banks make up a majority of your members (and I do believe you care about them very much) shouldn't you be more focused on helping them compete against the Too Big to Fail banks? After all, the one thing the data does make clear is that since the regional banking crisis, community banks have been bleeding deposits to big banks, not stablecoins.
