Minnesota cleared its banks and credit unions to hold crypto Governor Tim Walz (@GovTimWalz) signed HF 3709 into law, letting Minnesota state-chartered banks and credit unions offer virtual-currency custody from August 1. Institutions can opt in but must give the state Commerce Department 60 days written notice first. The law covers safekeeping and administering digital assets in a fiduciary, custodial, or nonfiduciary capacity. It does not let banks trade, invest, or lend the assets. It passed with lopsided bipartisan margins, 119-6 in the House. The same week, Minnesota signed a separate law banning crypto ATMs statewide over seniors being scammed, with operators told to wind down by August 1.
