Based on U.Today, Input Output Global, the development entity behind Cardano (ADA), has approved the Net Change Limit (NCL) for 2025. This metric determines the total amount of ADA to be released from the treasury for community initiatives and is compliant with the Cardano Constitution. The decision was confirmed on May 28, 2025, within Block 11922504 on the Cardano blockchain. The NCL is crucial for budgeting and funding processes within the Cardano ecosystem. Input Output emphasized that fiscal optimization of the NCL is not subject to constitutional adjudication. The Cardano Constitution, adopted this year, is vital for Cardano's transition to self-governance. Earlier in May, Cardano's DeFi ecosystem saw an 18% increase in TVL, reaching over $415 million, but has since dropped below $350 million.
